I have seen many forum posts on missing JavaDocs for the com.documentum.services.* package. This JavaDoc can be found at

C:\Program Files\Documentum\help\bpm\api

This package is provided when workflow manager is installed. You can also find partial JavaDocs for WDK and DFC. The DAB folder within the help directory contains the Microsoft compiled HTML (chm) docbasic reference guide. It contains the same information as the Docbase V 4.0 Reference Guide.pdf
